Tiny glass beads are affixed to an iron-on backing.  Recommended application: Use a fabric that can take high heat from an iron, like cotton or polyester broadcloth, poplin, or duck.  Heat the fabric with iron, place appliqué in desired spot, apply damp pressing cloth, press with hot iron for 30 second, flip project over, press from the fabric side for 30 seconds to allow heat from the iron to draw the adhesive up and into the fabric. (This is a great tip for pressing interfacing as well, as taught by Sandra Bettina)
